How does it work?

Flexirates is a system that generates a payment schedule of weekly, fortnightly, monthly or quarterly payments. The amount and scheduled dates of each schedule are manageable via an administration portal. Direct debit is an automatic transaction initialed by a system to fulfil the payment of Council rate. The amount of each schedule is calculated based on each council rate assessment, and the schedule term.

Set-and-forget registration

When a ratepayer receives a Council rate notice there is a link to Flexirates registration. You then chose a payment period and enter the account details (a bank account or a credit card account). The ratepayer will then receive a registration confirmation email. No further action is needed until the next financial year.

Integration with Council’s finance system

Each day Flexirates will provide a payment transaction report which can be directly loaded to the Council’s system to update the financial records within the Council’s financial system. Further, Flexirates will provide a settlement report to notify the Council system of how much funding has been transferred each day to Council’s bank account. Reports are available for dishonored/declined transactions. Reports are available for future expected payments on particular day or during particular period.

A better ratepayerexperience

Ratepayers only need to register once every financial year. They can manage their own cash flows by spreading the lump sum quarterly payment into smaller, easier to manage weekly, fortnightly or monthly payments.Ratepayers then receive automatic payment notifications via e-mail or SMS prior to the payment date to be better prepared (optional function) for the impending debit. Ratepayers are provided with a payment receipt immediately via email.

Better financial management for Council

Payment success rates are increased by facilitating the splitting of larger lump sum quarterly bills into smaller payments. This will often mean cash is received quicker by Council as the ratepayer does not wait until the final due date but rather spreads out the total evenly over the scheduled times. Failed smaller payments cause less impact on the overall payment schedule and cashflows of Council. The scheduled payments add cashflow certainty to the Council’s financial scope as the time of the payment is predefined in the schedule and initiated by the system, not the ratepayer.Flexirates then automates the financial data entry to Council systems and accordingly reduces labor costs for this task.Automatic email/SMS communication methods save mailing costs and have a reduced environmental impact.
